REGULATIONS AND PROCEDURES TO CONTROL PROHIBITED SUBSTANCES IN RACING PIGEONS IN THE REPUBLIC OF SOUTH AFRICA
PREFACE
As part of its commitment to integrity in pigeon racing, Own Loft SARPU has established this manual to outline regulations and procedures for controlling prohibited substances within the sport. These regulations are crucial for ensuring fair competition and the welfare of the racing pigeons.
In alignment with international standards, including the World Anti-Doping Code, this manual incorporates protocols for doping control among racing pigeons, reflecting global best practices.
THE USE OF THIS MANUAL IS MANDATORY FOR ALL OWN LOFT SARPU MEMBERS
Section 1 – Prohibited Substances
1.1 Substances Prohibited in Pigeon Racing in South Africa
It is imperative that pigeons compete under fair and equitable conditions without the influence of substances that could mask pain, enhance performance, or interfere with doping tests. The specific classes of drugs prohibited include, but are not limited to:
Narcotic Analgesics (e.g., Opiates)
Analgesics
Non-steroidal anti-inflammatories (NSAIDs)
Corticosteroids
Performance-enhancing drugs such as Anabolic Steroids, Bronchodilators, and Synthetic Hormones
Drugs acting on the nervous system, including Stimulants
1.2 List of Prohibited Substances
The list of specific substances prohibited will be regularly updated and published by Own Loft SARPU to reflect any new scientific findings and regulatory changes.
Section 2 – Improper Use of Prohibited Substances
2.1 Definition of Improper Use
The exposure of racing pigeons to any prohibited substances, intentionally or unintentionally, is considered improper use. Exceptions are made for substances prescribed by a veterinarian under controlled conditions.
2.2 Responsibility for Compliance
The owner of the pigeons, referred to as the "fancier", is always responsible for ensuring their pigeons are free from prohibited substances.
Section 3 – Medical Treatment
Pigeons undergoing treatment with prohibited substances must be isolated and are barred from competing until they are cleared of these substances.
Section 4 – Sampling Procedures
Sampling will be conducted under strict guidelines to ensure fairness and accuracy. This includes the use of sealed sampling kits and procedures that maintain the integrity of the samples collected.
Section 5 – Sample Collection and Testing Procedures
Detailed protocols for sample collection during pre-race and post-race conditions are described, ensuring that samples are handled and processed in a manner that prevents contamination and preserves their validity for testing.
Section 6 – Laboratory Services
Only laboratories approved by Own Loft SARPU are authorized to conduct tests on samples. The costs associated with testing are specified and are typically the responsibility of the fancier if doping is confirmed.
Section 7 – Disclosure and Consequences of Positive Tests
Results from the laboratory are treated with confidentiality. Disciplinary actions, including possible suspensions and fines, are outlined for those found in violation of the doping regulations.
Section 8 – Disciplinary Hearings and Appeals
Procedures for disciplinary hearings and the process for appeals are provided, ensuring that fanciers have the opportunity to respond to doping allegations.
Section 9 – Rights to Appeal
Details on how members can appeal doping findings are specified to ensure transparency and fairness in the adjudication process.
Section 10 – Reinstatement
Criteria for the reinstatement of fanciers and pigeons after serving doping-related suspensions are outlined.
Section 11 – Indemnification
Members agree to indemnify Own Loft SARPU against any legal actions arising from the enforcement of these regulations.
Appendix
A detailed list of all prohibited substances and their classifications is included for the reference of all members and veterinary professionals.
